About Me

Elizabeth Brown is passionate about invasive species prevention and management, outdoor recreation, and natural resource conservation. She has over twenty years of experience and is an experienced coach, trainer, facilitator, and public speaker. She values opportunities to contribute to collaborative projects and help best manage our lands and waters.


Mrs. Brown founded Elizabeth Brown Environmental Consulting (EBEC) in 2020 following eighteen years with the State of Colorado. EBEC is a small business with the mission is to serve land and water managers or owners by finding creative solutions to natural resource and outdoor recreation challenges, including invasive species planning, prevention, and control.


Elizabeth is the former State Invasive Species Program Manager with Colorado Parks and Wildlife (CPW). In this role, she was responsible for implementation and oversight of the statewide aquatic nuisance species (ANS) watercraft inspection and decontamination (WID) network, sampling and monitoring, education and outreach, rapid response, and related ANS program management duties. Elizabeth coordinated collaborative, multi-jurisdictional management teams focused on prevention, management, recreation, and water quality for more than a dozen reservoirs. As team leader, she led early detection and rapid response activities for a suite of priority species.

Mrs. Brown's duties also included coordinating terrestrial noxious weeds, invasive animals, forest pests, and pathogen management. She provided training and technical expertise to staff and partners related to invasive species, stewardship planning, vegetation management, wildlife management, recreation planning, and other land or water uses.

Prior to serving in the Invasive Species Program, Elizabeth was the Stewardship Coordinator for Colorado State Parks. In this role, she was responsible for conducting biological inventories of Parks and Natural Areas. She managed the statewide raptor monitoring program and facilitated agency compliance with NEPA and other relevant laws and regulations.


Elizabeth was the first Early Detection Rapid Response Specialist for the State of Colorado’s Noxious Weed Program. This position was focused on assisting local governments with the implementation of the State Weed Law. She worked in the field mapping and controlling noxious weeds, along with regulation development and policy analysis. Elizabeth served as a liaison between the state and local governments during regulation and policy development.


Elizabeth enjoys co-creating multi-jurisdictional management strategies built on trust and mutually beneficial goals that empower public-private partnerships and creative problem solving among governments. Elizabeth has had the honor of being the Chair of the Western Regional Panel on Aquatic Nuisance Species from 2011-2022 and was a Founding Member and Chair of the Western Invasive Species Coordinating Effort for five years during that timeframe. She also served as the Chair of the ANS Task Force's Education and Outreach Committee for six years. Elizabeth is Past-President and a member of the Colorado Lakes and Reservoir Management Association. She is also the Past-President and a current Advisor to the Colorado Weed Management Association’s Board of Directors.

When she is not working, Elizabeth volunteers at her children's school, coaches basketball, and tries to get her family outdoors as much as possible. She has four kids, a black lab, and two cats. The family loves to go camping, fishing, hiking, paddling, boating, and exploring. Elizabeth's hobbies include gardening and photography.
